Right click thew footage you want to make loud. Hit audio gain. Set to 99 DB. Optionally, invert it with the invert effects under video effects. (i am talking premiere elements, not pro)

I've always used 99. Actually, it won't go past 96 db, but it defaults to max anyway when you type in 99.
