Damn, that sucks.
You definitely should not have a handgun on a bookcase, loaded or not. The gun should have a trigger-lock on it, with the clip taken out, and the chamber inspected for a a round. Even then, it should be in some sort of lockbox, especially with kids around.

This is truly sad. There was something similar to that around where I lived a while back, but the brother shot his sister because she made him angry. They weren't much older than this. It's really sad
